There is one folder in your machine: "C:\ProgramData". The VS version number (12.0) depends on your installed Visual Studio, of course. when search for devenv.exe then I found it's there . Maybe it needed to create some stuff first time I runs, but no, the normal user still gets the stupid 'Please reinstall the application' error.
