I finally worked out what is was.

I used to use Kaspersky Internet Security and I had to also go into Kaspersky firewall settings and set the network to private. Thank you davidjones2649! A little window will open up. what i have seen with systems in workgroup, sometimes we need to explicitly pass user name and password to access them. You'd be off the mark a bit. I do realize that 220.127.116.11 is a routeable address (i thought it was non-routeable when I chose it).
