Everyone else was able to log into the PC with no problems. The windows 10 installation process must have been inconsistent or my techs must have been inconsistent in their application of the installation process. I don't think I've ever been happier to see the ‘Preparing your desktop..' message. Users who have not previously logged on are unable to do so, but users with existing local profiles can log on without problems.

The exact reason was the SQL files in "C:\Users\Default\AppData\Local\Microsoft\VSCommon\12.0\SQM" that had wrong permissions and were preventing any new profiles to be created.
As described in the details of event 1509, the user cannot logon because copying file iesqmdata_setup0.sqm fails from C:\Users\Default\AppData\Local\Microsoft\Windows\Temporary Internet Files\SQM to %USERPROFILE%\AppData\Local\Microsoft\Windows\Temporary Internet Files\SQM.
