You should now see the USB disk as an EMPTY harddrive and be able to partition and format the USB disk as normal. Is there a solution or reason why diskpart and Disk Management cannot format a drive? I've done this a few times for drive that reported being smaller than they were. Copy and post the first line.

If so, please first check if the disks can work on another computer.
