We're doing something similar. If so, that's also overriding the password policy you set in your Default Domain Policy. As a Domain Admin, I stay far away from these types of issues since we have so much power and many people are very leery of what we can do.

How exactly are you setting these two different password policies?
The samaccountname was changed for this user around the time this issue started.
What I mean is that if you're setting password policy in custom GPO, it will not work - users will still be obliqued by password policy from Default Domain Policy.

And we tried to remove all complexity /history/age options from default domain policy.still its not working.And the confusing thing is that if the administrator check the (chnage password at next logon)
